This publication provides documents on the arrangements for the rotation of deployed New Zealand Defence Force personnel.

As part of most deployments the Defence Force employs various measures to enable the sustainment of its forces for the period of a mission’s mandate. This can result in Cabinet-mandated numbers being temporarily exceeded in theatre. These can include:

  • a command reconnaissance team that precedes the arrival of the main force being rotated into theatre

  • the full or part replacement of the deployed force

  • a force extraction team that coordinates the final withdrawal of deployed personnel at the end of a mission.

In March 2012, Cabinet agreed a process for handling situations where Cabinet-mandated personnel numbers are temporarily exceeded in theatre.

In July 2018, Cabinet noted issues identified with the management of rotations. Cabinet also clarified arrangements for the rotation of Defence Force personnel in Afghanistan and the Republic of Korea.
